So where does it say in the legislation that the car being traded in has to be owned by the person buying the new car? If my wife wants to trade in a qualifying car insured and registered in her name for the past year to allow me to buy a qualifying new car, why can't she do that? What about my brother? What about a neighbor? What about a stranger with whom I strike a deal?

Bowrider, according to the law, all clunkers turned in must be scrapped.

I think the biggest problem with this legislation is that GM and Ford do not have the better versions of their small cars available yet, ie the Cruz, Fiesta, and new Focus. If this happens again next year, this could help people see that there are some good American 4 cyls out there.

Rules are unclear, I emailed the gov. site, with no response. I got
2 clunkers, it just so happens that 1 is better than the other, so I
switch the registration and insurance 2 months ago. I'm trying to
sell the 93 explorer 4x4, but I want to know if it would be eligible
for the program, it meets the MPG requirements, but the registered
and insured in the year prior clause is unclear to me. I would have
never spent $600.00 repairing my 93 probe GT, and switching
registration and insurance, if I would have known that this could
possible make them ineligible for the program, this clause seems
unfair, if so. I have drove the explorer for a year, before switching
to the probe, which was broken down. Prior to that I drove the probe
for thirteen years. If anyone should be eligible, it should be me.

The Cars For Clunkers legislation is actually very focused and is only available for a limited four month time frame. It offers participants the opportunity to trade in certain older cars for certain other new ones. Unfortunately, many cars do not qualify for the program and therefore are still ideal for the 'traditional' car donor option. Such non-qualifying cars let people give their cars to non-profit organizations who help people with many different kinds of needs, like supporting youth organizations or our older folks or to help promote the arts and health research.

Help yourself with the Cash for Clunkers program if you qualify or if you don't qualify or would like to help others, give your "clunker" to charity and take a tax write-off!
